ABOUT THIS CONFERENCE

This conference provides a platform for the presentation and discussion of all aspects of the public and not for profit sectors (including state, regional and local government; government agencies; health care; universities  and hybrid organisations which span different parts of the public sector and private and public sectors). This conference has a particular interest in calculative practices and their significance in shaping policy, managing public entities and in holding public services publicly accountable.

This conference is inter-disciplinary. Its deliberations and networking opportunities will be of interest to public sector accountants, public sector financial management specialists , public management researchers, public administration scholars, critical management researchers, public sector economists and public and social policy researchers with interests in the impact of calculative practice on their domain.

CALL FOR PAPERS

The EIASM Public Sector conference welcomes contributions on all aspects of everyday life in public sector organizations. This forum is a conference for scholarly debate on the challenges facing public services in the 21st century. This includes the manner in which public service organizations respond to a recessionary environment. It also includes the impact of changes in technology on public services and the sustainability agenda. Structural changes in service delivery, with more network organizations, are also of interest. The interplay of public, private and nonprofit organizations in public service challenges is also of interest. The manner in which accounting informs or fails to inform public policy is also relevant to this conference. This conference is also interested in specific changes in public sector accounting such as the adoption of IPSAS. 

This conference welcomes interdisciplinary perspectives on public sector issues. Accounting, Accountability and Governance in public services as captured through the lens of public management, public administration, public policy, and social theory are all of interest for this event.

This Call includes an interest in papers on the manner in which public services are managed and the role of accounting, performance and accountability information in management control. Research papers on the intersection of accounting practice, management styles and public policy are also welcomed. Studies of the nature of, and innovations in, accounting and auditing practices in action across the entire spectrum of public service organizations are of particular interest for this conference.

Research papers which adopt a variety of methodological approaches are of interest to this conference. This includes studies which based on in depth case studies of particular organizations; surveys of public sector organizations; historical studies of public sector bodies; observational studies; archival research and discussion papers on matters of contemporary debate.

In the selection of papers for this conference both extended abstracts and full papers will be considered for inclusion in the programme, but preference will be given to full papers by the Scientific Committee.

Extended abstracts (2 pages) or full papers are due by 28 February 2019. Extended abstracts should provide information on the theme of the paper, the theory used, the research method applied and a summary of the results.
Acceptance of an extended abstract  is conditional upon submission of your full paper.

EMERGING SCHOLARS PROGRAMME

Emerging scholars participate as members of the full conference. There is a separate track for the Emerging Scholars programme, which will take place throughout the conference. Emerging scholars are invited to submit a research proposal (including a literature review, research questions and research design). The authors of the selected research proposals participate in the conference by (1) having a round table discussion of their research and (2) by being a discussant on one of the presentations by another of the Emerging Scholars. This format has been devised with the purpose of providing constructive suggestions for developing the papers of Emerging Scholars.

Please mention "ESM" before the title of your submission on the online form to make sure we consider you for this programme.

BEST PAPER AWARD

The Best Paper award is named the 'JUNE PALLOT PRIZE' .The winner of the prize for the Best Conference Paper will be presented with an engraved quaich. 

SPECIAL ISSUE OF FINANCIAL ACCOUNTABILITY & MANAGEMENT

The EIASM Public Sector conference will have a special issue of Financial Accountability & Management on selected papers from this conference. The Guest Editors will be Noel Hyndman, Irvine Lapsley, Marian Liguori and Ileana Steccolini.

Queen’s Management School and Riddel Hall are located in the South of Belfast, at about 45 minutes’ walk from the city centre. They are directly served by busses and taxis. Belfast is served by Belfast International Airport (BFS) and George Best City Airport (BHD).
